In lane

Windrangercarry
• Windranger easily outranges Razor in lane. • Windranger can press Windrun to run out of his Static Link. • Windranger will never be close enough for Eye of the Storm to hit her.

Terrorblade
• Terrorblade has high armor and fights near his illusions, making Eye of the Storm less potent. • Terrorblade is fast enough in the early game and with Aghanim's Shard to run out of Static Link. • Later on, Terrorblade does not care about Static Link too much as his illusions won't be impacted by it and will beat down on Razor pretty fast.
Morphling
• Morphling can Waveform to get out of Static Link. • Morphling has high armor, making Eye of the Storm less potent. • Morphling can Morph into Razor and start stealing HIS damage instead.
Anti-Mage
• Anti-Mage can Blink to get out of Static Link.
